1980 XS1100 restore

Hey all, long time lurker. Finally decided to buy a bike and I've been enjoying bringing it back to life. My only concern is there is an audible sound and drop in RPM everyonce in while when being started cold. I have a few other fuel related issues that are related to cracks in the carb boots so I don't doubt it could be caused by that (I'm getting the new boots tomorrow anyways) but want to know if anyone else has an idea? I'm going to guess it's a lean condition causing some kind of misfire and it hangs the rpms.

Goes away completely once warm, goes away completely at above ~1500 RPM, doesn't come back until engine cools down and the cycle starts over.
